The Department blocked "telnet" connection to the Department computers
to provide better securities,few days ago(telnet was working just few days ago).
So you have to use SSH(Secure Shell connection program) to connect 
the Department computers.

you may use any SSH programs
(Some Window-xp system comes with "ssh"),
or you may download a free SSH program from the link below.

Q1) How to use it?

 Go to Download link(http://www.chiark.greenend.org.uk/~sgtatham/putty/download.html)

 And download binary file at Binaries by clicking putty.exe (PuTTy)

 Click run 
 (then small box will be appeared.)
 You can choose options.
 At Host Name,type  sol.ece.lsu.edu
 At Connection type, Mark on SSH (most case SSH is already marked)
 Skip Saved Sessions.

 Click on Open.

 Then you will have the connection to the Department computer.
